التمكين:
مفهوم التمكين من منظور مركزنا هو :
عملية تهيئة, بناء, وتطوير فكرية أولا علمية ثانيا للوصول للنتائج النهائي المتبلور أما كـ ناتج ثقافي أو كـ ناتج مادي ملموس كـ مردود اقتصادي والذي يمثل حجر الأساس في التحرر الاجتماعي للمرأة لأننا في النتيجة لا نريد الدوران في فلك مثالي بعيد عن الواقع المادي وانعكاساته الاجتماعية. ولذلك ارتأينا تصنيف التأهيل بغية الوصول إلى أهدافنا بالدقة المطلوبة الى:

1-التمكين الفكري والثقافي
عن طريق إقامة الدورات,الندوات والحلقات النقاشية او من خلال البرامج التلفزيونية والراديوية والانترنيت وزج المرأة في المؤتمرات لتمكينها من تسخير أدوات الفكر والثقافة كـ أداة فاعلة نحو تحقيق جميع الأهداف السلوكية أو المادية.

ويشمل على المحاور آلاتية:

ا - تمكين المرأة للمشاركة في هياكل السلطة وصنع القرار :

1.    تمكين النساء للمشاركة في صنع القرار في التنظيمات السياسية وفي الهياكل الإدارية وفي المؤسسات العامة وصولا إلى تحقيق نسبة لاتقل عن 50% بحلول عام 2012.

2.    تمكين النساء للمشاركة في العمل ذي المردود المالي الخاص بها ولتكون جزءا من ملكية الموارد وفي أدارتها بهدف زيادة حجم تأثير المرأة في صنع القرار.

3.     التوصل إلى إقرار اجتماعي عام بالمساواة في أدوار المرأة والرجل في الحياة الأسرية والمهنية والاجتماعية والسياسية.

4.     بناء قدرات النساء كـ قياديات في مواقع صنع القرار الاجتماعية والسياسية.

ب- تمكين المرأة في المجال الاجتماعي:

1.     احترام حقوق الطفلة لاسيما تلك المذكورة في الاتفاقيات الدولية وخاصة اتفاقيات حقوق الطفل.

2.     إلغاء العنف الذي يمارس ضد المرأة والفتاة بمختلف أشكاله والعمل على سن قوانين وعقوبات تحفظ لها كرامتها...

3.     تعزيز مكانة المرأة في المجتمع وتطوير البنى الذهنية لصالح أدوار المرأة وموقعها في مختلف الميادين وحصولها على الفرص بشكل متساوي مع الرجل (الجندر).

4.     كيفية الحصول على السبل المستدامة والمامونة في العيش للقضاء على الجوع والتشرد والفقر الذي يطال شريحة واسعة من النساء.

ج- تأهيل المرأة في المجال التربوي :

1.     تامين التعليم الأساسي كـ قاعدة أساس وتامين فرص طلب العلم بين الجنسين.

2.     تحسين نوعية التعليم العام وخاصة في المراحل الابتدائية مع التركيز على توجيه الطفلة كنواة قيادية في المستقبل وبشكل بعيد عن زرع بذور التمييز بين الجنسين.

3.     إلغاء التمييز عبر إلغاء القوالب المنمطة حول أدوار الجنسين في المناهج التربوية وفي الكتب المدرسية وفي برامج التدريب.

4.     ضمان حصول المرأة على فرص عادلة للإعداد المهني وللتدريب المهني المستمر بما قد ينمي مهاراتها ذات المردود الاقتصادي في المستقبل.

5.     تعزيز دور المرأة في اتخاذ القرارات في القطاع التربوي وقي تطوير المعرفة المتصلة بهذا القطاع.

6.     تعزيز برامج محو الأمية وتعليم الكبار وخاصة في الأرياف.

د- التمكين الصحي:

1.     التوعية العامة باتباع الإرشادات الأولية للصحة والمتصلة بحياة المرأة بشكل خاص.

2.     تطوير وتعميم البرامج الصحية الوقائية للمرأة.

3.     توعية المرأة صحيا بما يخدم عائلتها.

4.     التوعية في مجال الصحة النفسية.

ه‌- التمكين البيئي:

1.     تعزيز وعي المرأة بالمخاطر المحدقة بالبيئة.

2.     مساهمة المرأة في وضع حد للتدهور البيئي الحاصل في العراق.

3.     تفعيل دور المرأة في إدارة سليمة للبيئة وادارة الموارد الطبيعية بهدف تامين التنمية المستدامة.

و- التاهيل الاعلامي:

1.     وصول المرأة إلى مراكز القرار في المجال الإعلامي على مختلف المستويات.

2.     تبديل الصورة النمطية السلبية للمرأة بأخرى إيجابية ومتنوعة في مختلف وسائل الأعلام.

3.     تفعبل دور المراة في الاعلام.

2- التمكين الاقتصادي

زيادة نسبة انخراط المرأة في النشاط الاقتصادي مما يسمح بتحسين المستوى المعيشي لها ولأسرتها ويؤهلها للعب دور فاعل في عملية التنمية البشرية ، وضمان عدم التمييز في التوظيف وفي مختلف مجالات العمل (الجندر) وتشكيل لجان رصد ومتابعة داخل الوزارات.
تمكين المرأة من تعزيز قدراتها واعتمادها على الذات عبر إسهامها في الحياة الاقتصادية توصلا إلى موقع القرار.
تشجيع ومساندة النساء لتامين ترقيهن في العمل المهني وخاصة في المستويات الوسطى والعليا منه.
تمكين المراة للعمل في القطاع الخاص كسيدات اعمال.
تطوير مهارات سيدات الاعمال (كـ التفاوض والتواصل والعلاقات العامة وكيفية الحصول على التنادر) .
تطوير النساء الرائدات وخصوصاً الشابات في مجال المشاريع الصغيرة عبر دورات تخصصية.
3- التشغيل:

تشغيل النساء في المؤسسات الحكومية والشركات الخاصة
دعم المراة في مجال تاسيس المشاريع الصغيرة ومنح القروض .

 Our main goal according to our Message  women empowerment
the concept of empowerment from the perspective of our center is
The process of preparing, building, and developing an intellectual first, a scientific second, to reach the final crystallized results, either as a cultural product or as a tangible material product as an economic return, which represents the cornerstone of the social liberation of women because in the end we do not want to spin in an ideal orbit far from material reality and its social repercussions. Therefore, we decided to classify qualification in order to reach our goals with the required accuracy to:

1- Intellectual and cultural empowerment
By holding courses seminars or through television, radio and internet programs, and engaging women in conferences to enable them to harness the tools of thought and culture as an effective tool towards achieving all behavioral or material goals.

It includes mechanical axes:
A - Empowering women to participate in power structures and decision-making:

1. Empowering women to participate in decision-making in political, organizations, administrative structures and public institutions, with a view to achieving a percentage of not less than 50% by2026.

2. Empowering women to participate in work that has financial returns for themselves and to be part of the ownership and management of resources in order to increase the size of women`s influence in decision-making.

3. Achieving general social recognition of equality in the roles of women and men in family, professional, social and political life.

4. Building the capacities of women as leaders in social and political decision-making positions.

B- Empowering women in the social field:

1. Respecting the rights of the girl child, especially those mentioned in international conventions, especially the conventions on the rights of the child.

2. Abolishing all forms of violence against women and girls and working to enact laws and penalties that preserve their dignity...

3. Enhancing the position of women in society and developing mental structures in favor of women`s roles and position in various fields and their access to opportunities on an equal basis with men (gender).

4. How to obtain sustainable and safe ways of living to eradicate hunger, homelessness and poverty, which affects a large segment of women.

C- Rehabilitation of women in the educational field:

1. Securing basic education as a foundation and securing opportunities for both genders to seek knowledge.

2. Improving the quality of public education, especially in the primary stages, with a focus on guiding the girl child as a leading nucleus in the future, and away from planting the seeds of gender discrimination.

3. Eliminating discrimination by eliminating stereotypes about gender roles in educational curricula, textbooks, and training programs.

4. Ensuring women`s access to fair opportunities for vocational preparation and for continuous vocational training in a way that may develop their skills with economic returns in the future.

5. Enhancing the role of women in making decisions in the educational sector and in developing knowledge related to this sector.

6. Strengthening literacy and adult education programs, especially in rural areas.

D- Health Empowerment:

1. Raising public awareness of following the primary health guidelines related to women`s life in particular.

2. Develop and circulate preventive health programs for women.

3. Women`s health awareness to serve their families.

4. Awareness in the field of mental health.

E- Environmental Empowerment:

1. Enhancing women`s awareness of the dangers threatening the environment.

2. Women`s contribution to putting an end to the environmental deterioration taking place in Iraq.

3. Activating the role of women in sound management of the environment and the management of natural resources in order to ensure sustainable development.

F- women in  Media training ,advocacy :

1. Women`s access to decision-making positions in the media field at various levels.
2. Replacing the negative stereotype of women with a positive and varied one in the various media.

3. Activate the role of women in the media.

G- Economic Empowerment

Increasing the rate of women’s involvement in economic activity, which allows improving the standard of living for them and their families and qualifies them to play an active role in the human development process, and to ensure non-discrimination in employment and in various fields of work (gender) and the formation of monitoring and follow-up committees within ministries.
Empowering women to enhance their capabilities and self-reliance through their contribution to economic life, in order to reach the decision-making position.
Encouraging and supporting women to secure their promotion in professional work, especially at the middle and upper levels of it.
Empowering women to work in the private sector as businesswomen.
Developing the skills of business women (such as negotiation, communication, public relations, and how to get squabbles).
Develop pioneering women, especially young women, in the field of small projects through specialized courses.
3- Operation:

Employing women in government institutions and private companies
Supporting women in establishing small businesses and granting loans.
